Affordable Medigap Access Now Available in Rhode Island, Kentucky and Virginia Coming Soon!

During 2022 and 2023, DPC worked tirelessly to secure passage of legislation providing access to affordable Medigap coverage for under age 65 kidney failure patients living in three states. Those states – Kentucky, Rhode Island and Virginia, are creating regulations to implement the new state laws. The law in Rhode Island became effective July 1, 2023. Dialysis Patient Citizens Applauds Kentucky Legislation Expanding Medigap Access

WASHINGTON, D.C. (April 6, 2023) -- Dialysis Patient Citizens (DPC) today applauds the signing of Kentucky bill HB 345, which will ensure access to Medicare Supplement – also called Medigap -- coverage for Kentuckians under 65 living with End-Stage Renal Disease (ESRD) or Amyotrophic Lateral Sclerosis (ALS). This bill received resounding bipartisan support in both the Kentucky Senate, where it passed on a 37-0 vote, and in the Kentucky House of Representatives, which passed the measure on a 91-1 vote. It has been a busy and productive legislative session for DPC’s state advocacy efforts. Bills impacting dialysis patients have been introduced in multiple state legislatures and in most cases have moved quickly through the legislative process. Dialysis Patient Citizens Celebrates Virginia Legislation Guaranteeing Medigap Access

Rhode Island Medigap Legislation Signed by Governor McKee

On June 30,2022, Rhode Island Governor Dan McKee signed into law H. 7244 and S. 2194, which provide guaranteed issue access to Medicare Supplement Insurance coverage – known as Medigap – for under age 65 residents with End Stage Renal Disease (ESRD) and qualified disabled. The legislation becomes effective July 1, 2023. The new law also provides premium protections through the premium rate review process of the Office of the State Health Insurance Commissioner. Nearly two years ago, DPC expanded its advocacy footprint to establish a state advocacy program to complement our ongoing federal efforts and in response to states increasing their role in health care policy and the delivery system which impacts dialysis patients’ access to quality care. State legislatures are in high gear during spring, and efforts by state legislators to support dialysis patients are in full swing this month.
